Weak Building Codes in Tornado Prone Areas

After watching the various post storm interviews with people who seem to have survived the destruction of their Mobile Homes I found it very disturbing that when the video was shown of the Mobile Homes apparent foundations where the home was blown off of there was NO VISABLE SIGN of TIE DOWN STRAPS. Isn't there any building codes that require Mobile homes to be anchored by straps into concrete. It is beyond my comprehension that ALL Mobile Homes aren't required Nationwide to have a mandatory tie downs! Surely I cant be the only one to recognize the foolishness of not having Mobile Homes secured?
