No. TWC doesn't send out the cue feeds (that tell the STAR to do things) since it was discontinued in 2004.

Ebay wouldn't allow them to be sold if they thought it was illegal to do so. Trust me. I've had listings yanked for the tiniest infractions..infractions I didn't even know existed.
