Since some XL's didn't have the narration enabled, I thought I create this topic. Does/did your Weather Star XL have narration? When was it added?
My XL (in Lower Bucks, PA) came into the airwaves in early 1999, replacing the 4000. The narration was added to my XL in the summer of 2000. Then, around May or June 2002, the narration was turned off. My XL remained narration-free until it was replaced by the IntelliStar early in 2004.

The XL replaced the 4000 in my area in late 1999, then the narration kicked in on the last day of March 31, 2000: the afternoon before the Fort Worth tornado. Had the XL up until 2004 when it was replaced with the IntelliStar.
