Title: Did i miss something?

I've installed the emulator, got the key, and updated my configurations and when I try to save my package selection in CINE, they don't save.

the configuration itself is fine, meaning it saved...but when I edit or attempt to change the package selection it reverts back to its original (blank) state.

Did you make sure you click on "build now" at the bottom of the Review Configuration page after making the changes?

i already built the configuration....it does show that, but it quickly sends me back to the welcome page.

If it's after you click "Build Now" That's normal

As long as you select the packages you want and hit the save/submit button the changes will be there. Ignore the fact  that it reverts back. Make the package selection you want, then build the config. Your emulator will get the changes next time it starts or downloads the config :)
