Before 2006, it always used to be used for all cat 3+ storms and strong cat 2 storms, but that changed in 2006 when they decided to start hyping minor tropical storms. I have a feeling that they may have gone back to the pre-2006 criteria, though.

The HD feed on DirecTV just went nuts again during the last LF and at the start of the EE segment. There were colored bars traveling up and down the screen like crazy, and there was no audio; after a while, that stopped, and then the picture started jumping around the screen. After that stopped, the audio came back, and the image started rotating with solid purple, aqua, and green screens. It got better for about a minute, but then the traveling bars started up again for about another minute until the problem was finally solved for good. Was DirecTV messing around with their satellites again?

That's why I'm doubting my threory, however there obviliously is a system downstream from master that throws in the locals, I'm not familiar with the system though. It might be the same card as what the IS uses, which produces color bars upon reboot / stream failure.

Network control has nothing to do with video.
