I'm sure you can. If there was anything illegal about it, sites like this one and TWC Classics would have been shut down long ago, because sharing clips of music and video are basically the backbone of both sites.

What I meant to say is that anyone can contact the music publisher, but the publisher cannot legally give us clips.
